What's Going On With USA's Taylor Force Act Involving Palestinians and Israel? Who Killed It?

The Taylor Force Act is an Act of the U.S. Congress to stop American economic aid to the Palestinian Authority (PA) until the PA ceases paying stipends through the Palestinian Authority Martyr's Fund to individuals who commit acts of terrorism and to the families of deceased terrorists.

 Trump served from January 20, 2017 to January 20, 2021 

The Act was signed into law by U.S. President Donald Trump on March 23, 2018, which will cut about a third of US foreign aid payments to the PA. On August 24, 2018, the United States cut more than $200 million in direct aid to the PA. Also in August 2018, the United States stopped giving aid to UNRWA, representing an aid cut of US$300 million.

Next year in February 2019, the US confirmed it stopped all USAID to Palestinians in the West Bank and Gaza, in a step linked to new anti-terrorism legislation. The Anti-Terrorism Clarification Act of 2018 (ATCA, P.L. 115–253), passed by Congress and signed into law by Trump on October 3, 2018, came into force in February 2019, and allows Americans to sue in US courts those receiving US foreign aid over alleged complicity in "acts of war". The US has stopped providing more than $60m in annual funds for the Palestinian security services at the request of the PA because of a fear of such lawsuits. The stopping of funding for security services has raised some concerns.

The Bill, passed on March 23, 2018, as part of the Consolidated Appropriations Act, 2018,] ends American aid to the Palestinian Authority unless the Authority( PA) ceases to pay stipends to the terrorists and their families, including the families of successful suicide bombers. Democrats, initially reluctant to support the Bill on the grounds that the payments were necessary to keep the West Bank from political upheaval, became more inclined to support the bill in 2017.

Biden is serving from January 20, 2021 to January 20, 2024 (b:November 20, 1942, in Scranton, Pennsylvania), making him 82 now, will be 83 in November 2024.  

Fulfilling a campaign promise to restore aid to the Palestinians cut off by President TrumpPresident Biden announced plans to provide the Palestinians with $290 million in assistance. The State Department insisted the allocation was consistent with U.S. law though some members of Congress said it violated the Taylor Force Act which prohibits U.S. assistance to the Palestinian Authority (PA) until it ends its pay-to-slay policy of providing stipends to terrorists in Israeli jails and the families of suicide bombers.

In April 2021, the Biden administration restored aid to the PLO. Terror incidents, reflecting attack attempts, shot up sharply from 91 in February and 89 in March to 130 in April.

By May, major fighting resumed with 13 Israelis, including two children, killed. Could be because they now have money to weapons.  

 

President Biden will also announce new contributions totaling $316 million to support the Palestinian people. This is on top of the more than half a billion dollars the United States has provided to the Palestinian people since the Biden Administration restored much needed funding to the Palestinians.   (Isn't he going against USA law?)   In essence, Biden has killed the law that was stopping the financial reward to Palestinian killers for killing Jews, turning many into killers.  


By the time the year was over, 17 people in Israel had been killed. The over 400% increase in deaths was only the beginning. In 2022, 31 Israelis were killed, up from only 3 in 2020, for a massive 900% increase in casualties since the restoration of American foreign aid to the terrorists. This was the worst death toll since 2015 under Obama.

The Palestinian Authority calls for the murder of Jews, praises it and then rewards it.

Muhammad Al-Lahham of the Fatah Revolutionary Council, which runs the political movement behind the terrorists of the Palestinian Authority, was caught on video praising the “patriotic conscience” of a terrorist who had killed a rabbi who was taking his 2-year-old son for a walk in 2022.
