Being Paid To Kill Israelis: Pay For Slay

    Aiding and abetting killers of Israelis, the PA head, Mahmoud Abbas 

 PA Chairman Mahmoud Abbas took advantage of the surplus in foreign revenue in the PA coffers to give a huge salary hike to the Palestinian terrorists in Israeli prisons, raising the salaries by hundreds of percent. 

Palestinian Media Watch immediately recognized this as PA abuse of donor funding and released a series of reports to the international community, first in the US Congress and then in European parliaments, exposing the full scope of what would later be known as the PA’s “Pay-for-Slay” policy. The PA terror rewards include high salaries to terrorist prisoners, guaranteed lifetime salaries and positions in the PA for released terrorists, and monthly lifetime allowances to the families of dead terrorists and to wounded terrorists. Hundreds of millions of dollars were flowing each year, from the donor countries to the PA and from the PA to terrorists, to incentivize and reward terror.

Finally, not surprising with Trump's threats, we read this piece that came out yesterday:

(AP Photo/Mahmoud Illean).  They are being traded for a few Israeli hostages.  With five rounds of hostage-prisoner releases completed in the ongoing Gaza ceasefire deal as of Saturday, there are 17 Israeli hostages still supposed to be set free in the first phase.

Now the PA is postponing the hostage release, and we wonder how many are left alive after seeing the terrible  condition the latest were in.  They are saying that  Israel has broken the conditions of the cease-fire.  

  • The Trump administration reportedly was informed  that the Palestinian government is prepared to reform its ‘pay-to-slay’ policy, which rewards terrorists in Israeli prisons and their families with monthly stipends. 
  • PA President Mahmoud Abbas reportedly signed a decree on February 10 canceling the longstanding legislation. 
  • However, according to unnamed sources cited by Israel’s Channel 12 News, the existing policy is simply being modified, with stipends paid according to financial need rather than the length of prisoner sentences, as is currently the case. 
  • An estimated 316 convicted terrorists released by Israel in return for the release of Israeli hostages during the ongoing ceasefire in Gaza will leave prison as millionaires as a result of the ‘pay-to-slay’ program.
  • But that isn't all Abbas expects now:  
  • PA Requests Taylor Force Act RepealIn exchange for ending ‘pay-to-slay,’ the PA has reportedly asked the United States to repeal the Taylor Force Act which is:
  • to stop American economic aid to the Palestinian Authority (PA) until the PA ceases paying stipends through the Palestinian Authority Martyr's Fund to individuals who commit acts of terrorism and to the families of deceased terrorists.
  •  The Act was signed into law by U.S. President Donald Trump on March 23, 2018; ;during his first term, which will cut about a third of US foreign aid payments to the PA. On August 24, 2018, the United States cut more than $200 million in direct aid to the PA. Also in August 2018, the United States stopped giving aid to UNRWA, representing an aid cut of US$300 million.  
  • Wasn't Trump's law followed in 2018?  Why is it being discussed again now?  Haven't the PA stopped this criminal act?  Why are these criminals being released with their millions?  
  • Hamas is the one who has broken ceasefires:  Check this !

    Since the beginning of Operation Protective Edge, July 8, 2014,  Israel has respected numerous ceasefires, most of them humanitarian lulls for the benefit of the residents of Gaza. Prior to the 10-13 August ceasefire, Hamas violated every ceasefire.  Hamas has this constant reputation of breaking cease fires.  Only Israel would ever put up with such an enemy as they try to change the conditions.  

  • Following is a chronology of Hamas' violations of the ceasefires: 

    • 1. 15 July: Israel accepted the ceasefire initiated by Egypt and stopped all fire at 09:00. However, terrorists fired more than 50 rockets at Israeli communities. Only after six hours of continuous rocket attacks did the IDF respond.
    • 2. 17 July: Israel agreed to a five-hour humanitarian ceasefire. The terrorist organizations rejected it and fired rockets, including at the city of Be'er-Sheva.
    • 3. 20 July: Israel approved a two-hour medical/humanitarian window in the area of Shejaiya, following an International Committee of the Red Cross (ICRC) request. Forty minutes after the ceasefire began, Hamas violated it. Nevertheless, Israel implemented the ceasefire, even extending it for two more hours.
    • 4. 26-27 July: Israel respected an UN-requested humanitarian ceasefire from 08:00-20:00 on Saturday, 26 July. Israel announced its readiness to prolong the ceasefire until midnight, but a few minutes after 20:00, Hamas renewed firing rockets at Israeli civilians.
      On the same day (26 July), Hamas announced a 24-hour humanitarian ceasefire, at 14:00. Hamas violated its own ceasefire a short time later. Despite Hamas’ continuous fire, Israel decided to extend the humanitarian ceasefire a second time, from midnight Saturday to midnight Sunday.
    • 5. 28 July: Israel accepted Hamas' request for a ceasefire in honor of the Muslim holiday of Eid al-Fitr. The IDF was instructed to cease military attacks, but Hamas continued to launch rockets at Israel. 
    • 6. 30 July: Israel announced a temporary humanitarian ceasefire between 15:00-19:00. A few minutes after the ceasefire began Hamas fired rockets at the southern cities of Ashdod and Ashkelon, as well as other Israeli communities.
    • 7. 1 August: Israel accepted the UN/US proposal for a 72-hour humanitarian ceasefire beginning 8:00 Friday (1 August). Hamas violated the ceasefire an hour-and-a-half later when, at approximately 09:30, an attack was executed against IDF forces. Hamas terrorists, including a suicide attacker, fired at the IDF forces. During the attack, two IDF soldiers were killed by Hamas fire and Israel suspects that Second Lt. Hadar Goldin was kidnapped during the exchange of fire and dragged into a tunnel. (He was declared dead on 3 August based on forensic evidence found in the tunnel). 
    • 8. 4 August: Israel authorized a 7-hour humanitarian window in Gaza, from 10:00-17:00. Hamas kept firing rockets throughout the lull.
    • 9. 5-8 August: Israel accepted the Egyptian proposed 72-hour ceasefire, beginning on Tuesday, 10. 5 August at 08:00. Israel had already pulled out all its forces from the Gaza Strip. Prior to its expiration on 8 August, Israel notified Egypt that it accepted a 72-hour extension but the Palestinian delegation was not willing to renew the ceasefire. At approximately 04:30 on Friday, 8 August, two rockets fired from Gaza hit southern Israel, in violation of the ceasefire that was set to expire at 08:00. Terrorists increased the rocket fire immediately after 08:00, injuring a number of Israelis. Israel held its fire for hours, but eventually was forced to react. 
    • 11. 10-13 August: A 72-hour ceasefire began at midnight between 10-11 August. Despite the firing of several rockets towards the end of the 72-hour ceasefire at midnight on Tuesday, 13 August, the ceasefire has been extended for five days, until midnight on Monday, 18 August.
    • 12. 19 August: Although the ceasefire was extended for an additional 24 hours, at about 3:30 pm, three rockets fired from Gaza hit Beersheva and Netivot, violating the ceasefire. In response, the IDF struck terrorist targets in Gaza. Throughout the rest of the day, a total of 50 rockets were fired from Gaza, strikingthroughout southern Israel, including a shopping center in the Ashkelon coast region, as well as in Tel Aviv and, shortly before midnight, the Jerusalem area.
    • The Palestinian Authority Martyrs Fund are two funds operated by the Palestinian Authority (PA). 
    • 1.  The Foundation for the Care of the Families of Martyrs pays monthly cash stipends to the families of Palestinians killed, injured, or imprisoned while carrying out violence against Israel. 
    • 2.   The Prisoners Fund makes disbursements to Palestinians imprisoned in Israeli jails. In 2016, the PA paid out about NIS 1.1 billion (US$303 million) in stipends and other benefits.
