The Oslo Accords made the decision. On September 13, 1993, the Israel-Palestinian Declaration of Principles (DOP) was signed by Prime Minister Rabin and Chairman Arafat in the presence of U.S. President Bill Clinton on the White House lawn amidst tremendous fanfare.
Like cutting a cake into 3 pieces for 3 people, ....."Being signatories as witnesses to the 1991-93 Oslo Accords between Israel and the PLO, together with the United States, Russia, Norway and Egypt, the European Union took upon itself a responsibility to encourage the parties to observe the obligations and commitments contained in the Accords and ensure that they would be duly honored by the parties". The Accords had divvied up Judea and Samaria (West Bank) into 3 sections; A, B, and C. A was for the Palestinians. C was for the Israelis. B was the middle area for both Palestinians and Israelis.
Area C, excluding East Jerusalem, is home to 385,900 Israeli settlers and approximately 300,000 Palestinians. According to the Norwegian Refugee Council, Israeli planning and zoning regimes in Area C all but prohibit Palestinian construction in almost 70 percent this zone, and render the obtaining of permits in the remaining 30 percent nearly impossible.
Area B is for both Palestinians and Israelis. It lies between A and C.

Yet, (February 16, 2022 / Jerusalem Center for Public Affairs) Recent policy decisions by the European Union regarding the Israeli-Palestinian dispute demonstrate profound contradictions, double standards and hypocrisy. The EU just want to get the problem done with because THEY are tired of it, so encourage the 2 State Solution to be created, regardless, NOW ! This is so disgusting.
Over 100,000 dunams (about 25,000 acres) of Israeli state land in Area C have been overtaken by Palestinian Authority (PA) by illegal construction and agricultural projects, and one wonders if the EU has been aiding them financially so as to claim all of the land AB and C as their Palestine. This is the original land of the Jews where their ancestors and religion started. Area C is sacred land. The EU, in a hurry, have accused Israel of unilateral actions that upset the status quo they want to see. Has any of this construction or projects happening in the 30% of land left unprohibited or is it on Prime Land designated for the Israelis? In December 2021, Palestinians were against the new Israeli plan to build 2,200 apartment units in the West Bank. Why? They had their own plans going on evidently.
Analysis of aerial photography indicates that as of December 2021, Palestinians have built 70,000 illegal structures in Area C – averaging seven new illegal structures every day, day in and day out.
According to UN data, which is notoriously skewed against Israel, the sum total of all demolitions carried out by Israel’s Civil Administration in Area C in the past 13 years (August 1, 2009 – August 1, 2022) is 6,802. Of this paltry 10% of illegal structures, the vast majority were insignificant agricultural or commercial structures, amounting to “cosmetic” demolitions.
Palestinians acknowledge that "As part of the Oslo Accords, the occupied West Bank was divided into three. Area A constituted 3 percent of the occupied West Bank, increased to 18 percent by 1999. Here the Palestinian Authority (PA) controls most civilian affairs and internal security. In Area B, about 21 percent of the occupied West Bank, the PA is in charge of education, health and the economy. In both areas, the Israelis hold full control of external security, meaning they retain the right to enter at any time. Sometimes they do so to arrest somebody. Area C makes up 60 percent of the occupied West Bank. Under the Oslo Accords, control of this area was supposed to be gradually handed over to the PA if certain conditions were met, which hasn't happened. There has been no agreements. There has been no peace from the Palestinians who keep attacking the Jews.
What sort of neighbors are these and why should they be allotted all the conditions that come with statehood that will be used against Israel even more than is now happening? These are the questions that we ask.
The Jerusalem Post explains that Defense Minister Benny Gantz, at his post for the past 3 years, is letting the state down over Judea and Samaria's Area C. He hasn't bothered to defend it. "In the three years of Gantz’s tenure, Israel’s activities in Area C, which require resolute action to uphold the stated policy of the Israeli government, have degenerated to the point of being virtually non-existent. Rather than confronting the relentless takeover of the territory by the Palestinian Authority with a show of force, under Gantz’s command, the protection of Israel’s vital interests in the region has become a show and a farce."
A sad problem is that the land is sacred to those in Israel who tend to be more Orthodox, more religious, the historians who respect their history. We have politicians who are nationalistic from 1948 onward but are numb to our beginnings. They are giving their 100% attention to the dangers at hand that Israel faces right now.

On 17 February 2019, at the Munich Security Conference, Gantz enumerated the main challenges of the West as "extremist Iran, Islamic terror, and regional instability". Gantz criticized Benjamin Netanyahu's decision to bar U.S. Congresswomen Ilhan Omar and Rashida Tlaib from entering Israel, saying that Omar and Tlaib would have seen that the West Bank is "the second best place" for Arabs in the Middle East. Looks like he was promoting Area C for the Palestinians, at that, or didn't he realize what they would be doing?
The Times of Israel by By JACOB MAGID on 12 May 2022 was that Israel planned to advance plans for 1,000 Palestinian homes in West Bank’s Area C – , and that was official. Last time such approvals were granted, the majority of the 1,300 were for houses already built. This move comes as Defense Ministry greenlights 4,400 new Jewish settlement homes.
Reflecting on this bizzare situation of how the land was alotted in the 1st place, brings to mind that the Palestinians are such a hateful group who have been attacking the Jews ever since their leadership was Haj Amin al- Husseini, the Sherif of Jerusalem, caused the 1929 attacks on Jews, and they haven't really stopped since, carrying on the 3 no's from the 1967 decision to do so in Africa's Kartoum Conference.
If they turn up an artifact on the land, it will be a Jewish artifact, and most likely will be destroyed; proof of the Jews having been there. This is really an archaeologist's nightmare, not just the orthodox people who value the land so much.
8/19/22 Update: Israel will increase the number of work and trade permits for Palestinians living in Gaza by 1,500 for a total of 15,500 permits.
