Mother of Roman Emperor Who had The Last Word: Helen

Nadene Goldfoot

Jerusalem had been destroyed by Emperor Titus in 70 CE along with the complete destruction of the 2nd Temple on the Temple Mount.  The Jewish people had been starved to death who tried to stay during the attack.  After it was over, those still alive were taken as slaves to Rome.  Some had managed to escape to Spain and other parts of the world.

Aluf Bar Kokhba took Jerusalem back in 132
and held it for 3 years
Emperor Hadrian, Roman Emperor from 117 to 138  had rebuilt the city somewhat during the 130's when Aluf Bar Kokhba of the Judean  Army had reappeared with men and had retaken Jerusalem and held it for 3 years in 132.  He was said to be of Davidic descent.  His name meant, "son of the star."  He was the nephew of Rabbi Eleazar of Modiin.  There was a revolt against Hadrian in 132 CE which Simeon Bar Kokhba led. Reasons for the revolt would be to take back their city of David!  That should be enough reason.  Jerusalem was being rebuilt as a Roman colony.  There was an edict out of a prohibition of circumcision to remaining Jews.  Bar Kokhba and his men recaptured Jerusalem, but it's hard to imagine that they were able to annihilate a whole legion of Romans.  Even so, coins were minted during those 3 successful years with the names of Simeon and Eleazer the head Priest (Cohen) which shows an established revolutionary regime.

Hadrian had visited Jerusalem in 130 and decided to hellenize the country by converting Jerusalem into a Roman colony named after himself.  This caused the rebellion against him by the jews.   The war with the Jews led by Bar Kokhba was the most difficult of his reign.   After his victory, he had the title of Imperator.  Judea became a consular province called Syria-Palaestina.

The ruins of Jerusalem were reconstructed as a pagan city, and an equestrian statue of Hadrian was erected on the site of the Holy of Holies.  A Roman Temple was built over the site and lasted until the Moslem period when they built a mosque over the Roman Temple.

From the Talmud we read that the Romans first entered Galilee, then 133 CE, the Romans held a counterattack with an army of 35,000 under Hadrian and the commander, Julius Severus had begun. They fought in actions for the Valley of Jezreel, Ephraim and the Judean Hills, eventually retaking Jerusalem.

Hadrian

From 134 to 135 CE, the Romans reduced the remaining hill and cave strongholds, Betar, of the Judeans.  Bar Kokhba was killed  when Betar fell when it was stormed by such a huge army.  The Romans had destroyed 50 fortresses and 985 villages, and of 580,000 Jewish casualties besides those who died of hunger and disease.  As a result of the revolt, Judea fell into desolation, its population was annihilated, and Jerusalem was turned into a heathen city, barred to Jews.  Bar Kokhba's personality has been blurred by censorship, but he must be credited with the military ability in organizing a nearly total popular revolt which engaged the best Roman forces for over 3 years.  It was an embarrassment to the Romans and they were ready to punish the Jews.

Rabbi Akiva said Bar Kokhba was the Messiah, but not all the rabbis accepted this view.  In the Talmud, he is represented as having great personal strength, was autocratic and irascible.  Letters he had written have been found near at the Dead Sea.

By now, the Roman Emperor Hadrian had built a temple over the site of Jesus's tomb near Calvary and renamed Jerusalem as Aelia Capitolina.  He dedicated the Temple to either of his gods Venus or Jupiter.

Queen Helena (246-330CE) was the mother of Emperor Constantine the Great.  Supposedly she had destroyed this temple, known then as being for Venus, to be torn down.  Such is the story told by the end of the 4th century.  She had chosen a site to begin excavation which led to the recovery of remnants from her chosen god, Jesus, and was looking for crosses.  There already was a Bishop Macarius of Jerusalem who may have helped this story along by then, and said that the Queen had a woman near death brought from the city, and when she touched the first two crosses, her condition didn't change, but when she touched the third and last cross, she suddenly recovered.  Helena then declared the cross touched to be THE TRUE CROSS.

Queen Helena had been born to the lowest of commoners, possibly in Drepana, Bithynia in Asia Minor, and had become the consort of the future Roman Emperor, Constantius Chlorus who reigned from 293 to 306, and was the mother of the future Emperor Constantine the Great who reigned fro 306 to 337, a regular Cinderella story.  She helped Christianity get started due to her influence on her son.  In her final years, she made a religious tour of Syria Palaestina and Jerusalem.  During this time, she allegedly discovered THE TRUE CROSS.  Later established churches;  The Eastern Orthodox Church, Oriental Orthodox Church, Roman Catholic Church, and the Anglican Communion Church revered her as a saint.  The Lutheran Church commemorates her.

Helena left Jerusalem and the eastern provinces in 327 to return to Rome, bringing with her large parts of the True Cross and other relics, which were then stored in her palace's private chapel, where they can be still seen today. Her palace was later converted into the Basilica of the Holy Cross in Jerusalem. This has been maintained by Cistercian monks in the monastery which has been attached to the church for centuries."

Her son, Constantine I "the Great", was the 1st Christian emperor of Rome and ruled from 312 to 337.  He's the one responsible for the EDICT OF TOLERATION which he issued at Milan in 312 which established the supremacy of Christianity.  It was like a political battle between the new Christianity and the long established Judaism.  In 315, his decrees took on anti-Jewish attacks, canceling Jewish exemptions from political office and prohibiting proselytization or interference with Jewish converts to Christianity.

The emperor's legislation initiated the legal degradation of Jews that was characteristic of the Middle Ages.  Actually, this was the first government produced anti-Semitism and would set the stage for many countries to follow such as Spain's Spanish Inquisition.

The irony is that Rome had an edict of Toleration against new Christians a few years earlier.  "On February 23, 303, on the Terminalia feast, Emperor Diocletian, by proposal of Galerius, issued a persecutory edict. The edict prescribed: much of what he used against Jews.  Then the next emperor did the very same thing to the Jews only worse.

"Constantine's mother,Empress Helena, a woman of low social standing  was from Helenopolis of Bithynia. It is uncertain whether she was legally married to Constantius or merely his concubine. His main language was Latin, and during his public speeches he needed Greek translators.  "In 288, Maximian appointed Constantius to serve as his praetorian prefect in Gaul.   Constantius left Helena to marry Maximian's stepdaughter Theodora in 288 or 289.

Hungarian Jews and Their Lives Outside the Pale

  Nadene Goldfoot
Hungary was a country outside the Pale of Settlement where Jews had found refuge to live.  The first-known Jewish grave dates back from the 2nd century CE.  Jewish communities lived in Hungary in the 9th century.  By the 13th century, the decrees of the Lateran Council segregating the Jews from their neighbors were put into effect.  This was the 4th Council when these things were decided:
Regulations relating to Jews and Muslims
  • Canon 67: Jews may not charge extortionate interest.
  • Canons 68: Jews and Muslims shall wear a special dress to enable them to be distinguished from Christians so that no Christian shall come to marry them ignorant of who they are.
  • Canon 69: Declares Jews disqualified from holding public offices, incorporating into ecclesiastical law a decree of the Holy Christian Empire.
  • Canon 70: Takes measures to prevent converted Jews from returning to their former belief.
In addition, it threatened excommunication to those who supplied ships, arms, and other war materials to the Saracens.
Effective application of the decrees varied according to local conditions and customs.

Jews had to wear a distinctive badge of identification, usually the star of David.  During the reign of Bela IV from 1235 to 1270, many Jews settled in Hungary as his property.

Béla IV of Hungary

Béla IV (1206 – 3 May 1270), also known as Béla the Great, was King of Hungary and Croatia between 1235 and 1270, and Duke of Styria from 1254 to 1258. Being the oldest son of King Andrew II, he was crowned upon the initiative of a group of influential noblemen in his father's lifetime in 1214. His father, who strongly opposed Béla's coronation, refused to give him a province to rule until 1220.

They enjoyed good relations with their neighbors.   Jews often were the minters of coins.  Some of them even had Hebrew inscriptions on them.

The Pope put pressure on the people and the Jews, but Jews remained in a good position until 1349 when they all were expelled for the first time in Hungary.  A 2nd time took place in 1360.  Then many Jews immigrated from neighboring countries when the edict was revoked in 1364.  A year later, the office of "Judge of the Jews" was established to collect taxes from the Jewish population  and protect their interests.  The last judge was appointed in 1440.

The 15th and 16th centuries were marked by recurrent charges of Ritual Murder.  They blamed Jews for killing a child they may have found murdered somewhere and said the Jews did it so they could use the child's blood in making matzos for Passover.  Of course it's the worst of lies said for an excuse to kill Jews.  The reason was that then they could cancel debts of money owed to the Jews.

For nearly a 150 years until 1686, the Jews of Budapest and southern Hungary enjoyed a large measure of civic equality and religious liberty under the occupying Ottoman regime, although they were subject to their heavy taxes being they were dhimmis, or 2nd class citizens.  .

The restoration of Hungarian sovereignty brought in its wake expulsions and the exclusion of Jews from agriculture and the professions.  At the same time, some nobles protected the Jews whose numbers were augmented by refugees from Vienna in 1670.  The Jewish population increased because they were joined by Jew arriving from Moravia and Poland in the first half of the 18th century.

The Polish immigrants brought the study of the Talmud to Hungary.  They established important centers of learning.

Rabbi Samson "Wertheimer (1658-1724) born in Worms, Germany, leased royal revenues and was one of the chief purveyors of the imperial forces.  Together with his son, Wolf, they lent large sums to the emperor, the Holy Roman Emperor, King Leopold (1640-1705)  of Germany,  Hungary, Croatia and Bohemia.

                                       Rabbi Samson Wertheimer

Wertheimer is the man  I match in DNA along with others in a DNA group on FTDNA which traces back to him.  This was found by triangulation of DNA.  The
genealogy I've done only goes back to Telsiai, Lithuania and our Goldfus family.  Descendants of Iones Jonah Goldfus

1   Iones Jonah Goldfus b: Abt. 1730 in Telsiai, Telsiai, Kaunas, Lithuania d: 1813 in prob. Telsiai, Telsiai, Kaunas, Lithuania

In 1719 /Charles VI (1685-1740) another Holy Roman Emperor,  appointed him as chief rabbi of Hungary with judicial authority.  He used his connections to assist Jewish communities and obtained an order from  Emperor Leopold prohibiting the publication of Eisenmenger's antii-Jewish work, "Entdecktes Judentum.

During Maria Theresa's reign, many new methods were created for exacting money from the Jews, who had been the big money-lenders.  The rule of Joseph II (1780 to 1790) brought the  right to establish schools, lease lands, engage in all trades and professions and ive in the royal cities.  The Jewish badge was abolished, and the Jews had to adopt German surnames.  All this was then nullified at Joseph's death.  It was followed with a struggle to regain these legal rights plus an increeased Magyarization of the Jewish community.

There was a a revolution between Austria and Hungary.   Wholehearted support for the 1848 revolution brought severe reprisals by the Austrians.  It took until 1867 till the Jews were finally granted full civic and political rights.  Then Hungarian Jewry became divided in its religious life into two opposing camps of orthodox and liberal Jews.

The rapid integration of the Jews into the country's life received a brief setback with the rise of 19th century anti-Semitism, culminating in the TISZAESZLAR Ritual Murder libel.  "An accusation of Jewish ritual murder in the Hungarian village of Tiszaeszlár (before 1918, in Szabolcs county) led to the arrest, imprisonment, interrogation, and eventual trial of 13 Jewish defendants, April 1882–August 1883. The Tiszaeszlár affair began with the disappearance of a 14-year-old Christian girl named Eszter Solymosi on 1 April 1882. "

Jews played a prominent part in the cultural life of Hungary before World War I.  Jews played a disproportionate participation in the Communist Revolution of 1919 so suffered heavily after the collapse of the Bela KUN regime, and discrimination of many kinds was instituted against them.  After the advent of Nazism in Germany, the scope of anti-Jewish measures enacted by the government had increased.  These also applied to  300,000 Jews in territories which the Hungarians annexed from Czechoslovakia, Yugoslavia and Romania during World War II.

In 1944, the Nazis overran Hungary, imposing ghettos, concentration camps and deportations to extermination centers.  Of Hungary's 725,000 Jews, about 400,000 were murdered in the Holocaust.  After the liberation, all pre-war organizations were re-established.  The accession to power of the communists in 1948 led to the nationalization of Jewish institutions, and religious organizations were centralized under one authority.

Some 20,000 Jews fled Hungary after the 1956 revolution.  Jewish communal and religious life (including the Budapest rabbinical seminary) continued under the communist regime but flourished more freely with the introduction of liberalization.  80,000 Jews were registered with the community by 1990, but there were many more who were not affiliated.

This Awesome Israeli Governmental Knesset and How It Works

70 CE in Jerusalem when the Romans robbed the Temple, took the golden Menorah from it and burned the Temple down along with the city of Jerusalem as well as starve the populace and slaughter many, taking the rest as slaves that they caught.  This 2nd Temple had been rebuilt by the returnees who had
been forcefully kidnapped by Nebuchadnezzar of Babylonia in 597 and 586 BCE and weren't able to return until 538 BCE to rebuild the and rebuild  Judah.  It had stood for 608 years before the Romans destroyed it all.  Jews get their name of Jews from the tribe, Judah, which was the southern tribe not taken by the Assyrians.  It was Jews who were kidnapped by the Babylonians and Jews who returned.
 Nadene Goldfoot
The Menorah outside the Knesset in Jerusalem

The Menorah or 7 branched candelabrum in gold was one of the most prominent features of the Tabernacle and Temples.  The Menorah from the 2nd Temple was taken to Rome and is portrayed on the Arch of Titus  where everyone can see the soldiers and the loot they took out of the Temple,

with Jewish slaves bearing everything.
Israel is a Democracy, but a Single Chambered Parliamentary Democracy, which is different from the American Democracy of which people are trying to alter right now  in the counting of votes.  All men and women with Israeli citizenship above the age of 18 have the right to vote.  Candidates must be above the age of 25.  Israel's birth was May 14, 1948 and they had to meet in Tel Aviv at first.  Then Jerusalem was threatened with internationalization, so they moved there by 1949.  Their permanent building was opened in 1966 in Jerusalem where it sits today.  The population is made up of 75% Jews, 21% Arabs and 4% others.

Prime Minister
Benjamin Netanyahu

Israel has a President and a Prime Minister, and it seems to me that the Prime Minister is the main leader in all things.  Actually, it's the Knesset who has supreme authority which is a 120 legislative body membership.  USA has 100 senators; 2 from each of their 50 states.

The Knesset is elected under proportional representation for 4 years, but can under certain circumstances decide on new elections before the end of its term.

When there is an election, the voters choose candidates between national lists of candidates, not just one person. There are 34 political parties for this tiny country.  All these ideas are represented by this many political parties pushing their main concern.  The 120 seats are allocated in proportion to the number of votes obtained by each list.  Israel's population is 8, 555, 242.

Netanyahu greeting Likud supporters on election night

"Israel has a multiparty system, and its elections can be inconclusive.
But voters appear to have handed a clear victory to the right-wing parties that support Netanyahu.... Netanyahu will now move to form a coalition similar to his previous one, between his own enlarged Likud and other right-wing factions."

"Likud’s main rival in the election, the Blue and White party led by Benny Gantz and Yair Lapid, won 25.94% of the vote, which would also give it 35 seats, but had insufficient support from other parties to prevent Netanyahu staying in power for what will be a fifth term."

Knesset at Night

The consent of the Knesset is needed before the installation of a new Cabinet which must resign on losing its confidence.  The Knesset also approves the annual Budget and keeps Cabinet policy under constant survey by means of questions to Ministers and public debates in the plenary (meaning that all must attend)  and discussions in the Knesset committees, which hear reports from Ministers and senior officials.

A motion of no confidence in the Government may be proposed at any time and takes precedence over all other business.

The MKs in Knesset just passed a bill slashing their own salaries.

Debates, which are conducted in Hebrew, are open to the public.  The proceedings are translated simultaneously into Arab for Arab members, who may address the House in that language.

The President of the State is elected by the Knesset for a 5 year period and may serve for 2 five year terms.  The President has the prerogative of pardon and of commuting sentences.  He accept the accreditation of foreign ambassadors and ministers, appoints Israel's ambassadors and ministers, judges and the State Comptroller, and signs all laws except those concerning the presidential powers.

Where it all happens, the Knesset

When a new Government is to be formed, the President consults with representations of the parties and then calls on a member of the Knesset to undertake the task.

The powers of the president were written in general terms in the Transition Law of 1949 and included the Legislature and the Cabinet.  In June 1950, the Knesset resolved not to enact a formal Constitution but to adopt basic laws, which shall eventually taken together, form a Constitution.

Arab MKs just won a bout over Temple Mount,
Now want to win over Western Wall! Taking that would leave Jews with no place to pray on the Temple Mount.
Do they reallze they are in a Jewish State? These are some of the unusual
sticky problems Israel is confronted with.  It's a wonder that Netanyahu
is a glutton for such punishment, but then perhaps only he is really up for it.

The first 4 of these laws, dealing with the Knesset, the Israel Land Regime, the President of the State, and the Government were passed in 1958, 1960, 1964 and 1968.  A Basic Law of Human Rights is before the Knesset, supplementary laws on the working of courts were being drafted in 1973.

The tribe of Manasseh has returned.

There is, besides ordinary legislation on administrative matters such as the Law and Administration Ordinance 1948, the State Comptroller Law 1958, the Law of Return  1950 (Israel has a Law of Return, which grants all Jews and people of Jewish descent the right to citizenship. The Jewish people in Israel come from many backgrounds. About 73% are Israeli-born while 18% are immigrants from North America and Europe and almost 9% are from Africa and Asia. Jewish people from the former Soviet Union and Europe, plus Israeli-born descendants and Ashkenazi Jews, account for 50% of Jews in Israel.", recognizing the right of Jews to settle in Israel; for this is why Jews needed their own country. When anti-Semitism  threatened their lives, they had no place to go.  Most countries wouldn't allow them in, and would use excuses that they didn't have a baptismal certificate.  It was definitely religious discrimination in WWII and at other times as well.

So far, a claim of Ashkenazi or Sephardic DNA only does not grant you the Right of Return.  I might add that most all Arabs tested so far carry the Y haplogroup of J1 and J1c3d  or j2,  This has been found to be the Cohen haplogroup as well.  Abraham must have been the origin.  The test needs to be taken to a higher level like 111 alleles to confirm Jewish identity  if you're interested.

IDF protecting citizens

Universally recognized human and civil rights and freedoms, even if not yet laid down in the form of explicit enactment, form part of the law of Israel, much as in Britain, and are safeguarded by the courts by habeas corpus, mandamus and so forth.  They include the freedoms of religious worship, speech, association, assembly and the Press, and the free exercise under the rule of law of any profession, trade or business, all this without any discrimination of sea, religion or race.  The right to hold property is also assured subject to law and to the State's power to acquire land for public purposes on payment of compensation assessed by a District Court.  Israel  also has the equal rights for women Law 1951,  the Nationality Law 1952,  the Judges Law 1953, the Courts Law 1957, and the Knesset Elections Law 1969.

First Arrivals: Pioneers draining swamps

For 2,000 years Jews were not allowed to do anything; 2nd class citizens in Muslim countries, and in Christian countries not allowed any entrance into a profession other than money-lending.  What they are allowing are things never allowed for themselves.  They truly follow the Golden Rule laid down by HILLEL, a Jew born in Babylonia from the attack in 586  BCE  by Nebuchadnezzar:  DO NOT DO UNTO OTHERS THAT WHICH YOU WOULD NOT HAVE THEM DO UNTO YOU.

Talking with rabbi about Haradi men and IDF Service
Another difficult subject for MKs (member of Knesset).

Capital punishment has been abolished except for treason in wartime and collaborations with the Nazis.  It has been applied only once in Israel's history;  in the case of Adolph Eichmann.  There is no presidential power to veto laws passed by the Knesset, nor has the Israel Supreme Court the power of the US Supreme Court to declare a law unconstitutional, as there is no complete written constitution.

Jerusalem Declared City of David Second Time in History

Nadene Goldfoot

On December 6, 2018, Jerusalem was again formally declared the city of David by the USA by recognizing Jerusalem  as the city created by the House of David, Israel's 2nd King.  Washington's President Donald Trump had taken the plunge and recognized this fought over ancient city as Israel's capital.  The expectation was that there would be a hysterical panic of many watching countries who will threaten this decision.

Judeans being taken away to Babylon

Jews have been waiting for 26 centuries as biblical exiles who vowed by the rivers of Babylon when they were forced to march there by Nebuchadnezzar b: 605-d: 562 BCE who had attacked Jud
ah and taken away 8,000 of the aristocracy population as captives. and resettled them in Babylonian 597 BCE.

Nebuchadnezzar

"By the rivers of Babylon, there we sat and also wept when we remembered Zion(Jerusalem).  On the willows within it we hung our lyres.  For there our captors requested words of song from us, with our lyres playing joyous music.  "Sing for us from Zion's song!"  How can we sing the song of HASHEM upon the alien's soil?"  If I forget you, O Jerusalem, let my right hand forget its skill.  Let my tongue adhere to my palate.  If I fail to recall you, if I fail to elevate Jerusalem above my foremost joy.  Remember, HASHEM, for the offspring of Edom, the day of Jerusalem:  for those who say, "DESTROY!  DESTROY!  TO ITS VERY FOUNDATION.  "O VIOLATED DAUGHTER OF BABYLON, PRAISEWORTHY IS HE WHO REPAYS YOU IN ACCORDANCE WITH THE MANNER THAT YOU TREATED US.  PRAISWORTHY IS HE WHO WILL CLUTCH AND DASH YOUR INFANTS AGAINST THE ROCK.

"One of the jobs of the Levites was to sing songs in the Temple. Travelers arriving in Jerusalem could hear their haunting and inspiring voices from miles away as they approached the Holy City. Their renown was far and wide – so much so that when they arrived as exiles in Babylon, the Babylonians ask them to, “Sing for us the songs of Zion.”  Only they were being cruel about it.  They were rubbing in the fact that they were captives no longer able to do so.

The chapter in Psalms does not tell us the fate of the Jews who gave that answer. One traditional source says that Nebuchadnezzar killed 80,000 Jews. His response to their refusal to sing was a massacre.

We were taught from this that no matter what the occasion of personal joy, the memory of Jerusalem must come first.  From this verse stems the custom that a bridegroom places ashes on his head before the marriage ceremony and the custom that a glass is broken after the ceremony in memory of Jerusalem.

Babylonian Court-200,000 people
one begging for mercy

That's what heads of state did in those days to change people's cultures and religions.  Then in 586 BCE they invaded Judah again, captured the whole city and destroyed their Holy Temple, laying waste other cities and exiling masses of the population.  The king, Zedekiah,  was a nominee of Nebuchadnezzar himself but even he had  rebelled.  For doing that, he was taken to Riblah where he was slain."  It sounds to me like the Babylonians had treated infants like the Nazis did during the Holocaust by bashing the babies against rocks to kill them off, because this is mentioned in Psalms and the comment was that they were treated like this so they should be treated in the same way.  It's the lesson of not treating others in a manner you wouldn't want to be treated-referred in later days by Hillel as THE GOLDEN RULE.

Judeans returning to Jerusalem from Babylon

Persia overcame the Babylonian Empire, including Palestine.  It was their King Cyrus who decided on an enlightened policy towards his subject peoples and in 538 BCE, granted permission to the exiles of Judah in Babylon to return to their homeland and rebuild the Temple.  For this the Jewish exiles regarded  Cyrus as a Divine agent.

Netanyahu was not afraid of the consequences of this great moment.
There were repercussions, but not as terrifying nor as monumental a decision
it was to tell the world that this was Israel's capital, and it became ONE!
No more a divided city.  The Palestinian Arabs in the eastern section would be
treated as the rest of the city.  Jerusalem, a city bearing many names; Zion,
City of David, City of Righteousness, the Faithful City, the City of G-d, The Holy City, City of Truth, Ariel...It has much to look up to.  Trump continued to keep
another promise and that was to move the US Embassy to Jerusalem.

The United States Embassy officially relocated to Jerusalem on May 14, 2018, to coincide with the 70th anniversary of the Israeli Declaration of Independence.
The reaction came from the United Nations who are never in tune with Israel.  Within 10 days the 15 members of their Security Council were handed a draft resolution that denied the declarations legal consequences and told Washington to rescind its move.  As if that weren't enough of their blowing a dissonance sound against Israel, the UN General Assembly's condemnation of this move  had a vote of 128- 9 with 29 abstentions and 21 absentees.  That means 50 in all were too frightened to join Trump in this declaration and hid behind this veil.  They threw in that making any decisions were null and void and must be rescinded.

.

Trump could trump this with Nicki Haley, the UN Ambassador who vetoed the Egyptian- drafted resolution on December 18, 2018,  and added that Washington saw in it "AN INSULT THAT WON'T BE FORGOTTEN!"  Now the UN is not a police force.  They can admonish but have no legal power.

                                                   עיר דוד
"City of David. Second Samuel recounts David's conquest of Jebus, exploiting the secret watershaft from the spring Gihon outside the city wall to its exit within the city. From that time on David "took up residence in the fortress, and called it the City of David"5:9 ).His subsequent construction of a palace made Jerusalem a royal city. His decision to rule from Jerusalem elevated a city, poorly situated for either trade or military activity, to capital status. The politically neutral city, belonging to neither the northern nor southern tribes, also became his personal property."
