Why 1924 Jewish Immigration to USA was Slowed Down So Much

  The idea of the United States as a nation of immigrants is at the core of the American narrative. But in 1924, Congress instituted a system of ethnic quotas so stringent that it choked off large-scale immigration for decades, sharply curtailing arrivals from southern and eastern Europe (Jews)  and outright banning those from nearly all of Asia.

The population of the USA in 1924 was 114,109,000.  

By 1930's, USA population was 131,669,000 of which 4,850,000 were Jewish.  

As it was, look at the typical case of Werner Oster who immigrated from Germany May 4-12, 1939, probably the last Jew out.  He had to have an American sponsor to be responsible for any finances.  My great uncle Max Turn took that upon himself and got Werner a job with my father who was just starting his own business.  Otherwise, Werner couldn't have entered or stayed in the USA.  He had arrived on the SS Washington at age 22. Werner married my father's sister, becoming my uncle. 

         Jewish refugees about the St. Louis Wikimedia Commons  Most notoriously, in June 1939, the German ocean liner St. Louis and its 937 passengers, almost all Jewish, were turned away from the port of Miami, forcing the ship to return to Europe; more than a quarter died in the Holocaust.

It must be that a Jewish organization sponsored getting Jews into the USA.  In a long tradition of “persecuting the refugee,” the State Department and FDR claimed that Jewish immigrants could threaten national security. 

Under U.S. law today, every person who immigrates based on a relative petition must have a financial sponsor. If you choose to sponsor your relative’s immigration by filing a Form I-130, Petition for Alien Relative, you must agree to be the financial sponsor and file an affidavit of support when the time comes for actual immigration. If you do not meet the financial qualifications at that time, you still must file a Form I-864, Affidavit of Support, and accept responsibility, but you and your relative also must find other individuals who meet the requirements and are willing to make this commitment by filing affidavits of support. 

The population today is  estimated at 339,996,563 at mid year. the United States population is equivalent to 4.23% of the total world population. the U.S.A. ranks number 3 in the list of countries (and dependencies) by population. Jews make up 2% of the USA population or about 6 million.   

 The law was not modified to aid the flight of Jewish refugees in the 1930s or 1940s despite the rise of Nazi Germany.  Why didn't the House or Senate or President think of doing it?  No one?  Franklin Delano Roosevelt was president from 3/4/1933 to 4/12/1945, our most crucial years of help.  His vice presidents were John Garner, Henry Wallace and then Harry Truman who backed Israel when they went to the UN and pronounced the birth of Israel when he became president..

 In the 1880s, more than 200,000 Eastern European Jews arrived in the U.S. In the next decade, the number was over 300,000, and between 1900 and 1914 it topped 1.5 million, most passing through the new immigrant processing center at Ellis Island.

How did the USA slow down the immigration of fleeing Jews from Europe?  The Immigration Act of 1924, or Johnson–Reed Act, enacted May 26, 1924), was a federal law that prevented immigration from Asia and set quotas on the number of immigrants from Eastern and Southern Europe, where the Jews lived that were trying to leave eastern Europe. 

The total annual immigration quota for the rest of the world was capped at 165,000—an 80% reduction of the yearly average before 1914. The act temporarily reduced the annual quota of any nationality from 3% of their 1910 population, per the Emergency Quota Act of 1921, to 2% as recorded in the 1890 censuswhich has been unavailable to genealogists.  The available

 census to us has  been 1880 and the next one has been 1900.   A new quota was implemented in 1927, based on each nationality's share of the total U.S. population in the 1920 census, which would govern U.S. immigration policy until 1965.

According to the Department of State, the purpose of the act was "to preserve the ideal of U.S. homogeneity. " the quality or state of being all the same or all of the same kind."the cultural homogeneity of our society."  One can look upon this as an act of anti-Semitism.  

The 1924 act would define U.S. immigration policy for nearly three decades, until being substantially revised by the Immigration and Nationality Act of 1952 and ultimately replaced by the Immigration and Nationality Act of 1965.

 According to Commonweal, the act "relied on false nostalgia for a census that only seemed to depict a homogenous, Northern European–descended nation: in reality, 15 percent of the nation were immigrants in 1890."

 The 1922 and 1925 systems based on dated census records of the foreign-born population were intended as temporary measures; the 1924 Act's National Origins Formula based on the 1920 census of the total U.S. population took effect on July 1, 1929.

Because Eastern European immigration did not become substantial until the late 19th century, the law's use of the population of the U.S. in 1890 as the basis for calculating quotas effectively made mass migration from Eastern Europe, where the vast majority of the Jewish diaspora lived at the time, impossible. 

In 1929, the quotas were adjusted to one-sixth of 1% of the 1920 census figures, and the overall immigration limit reduced to 150,000.
2/3 of Europe's Jews were killed in the Holocaust.

Accusations of Arabs About Jews Not Belonging in Israel Can't Stand Up

The most common accusation from Arabs against Jews not belonging in Israel is (1) alleged Jewish occupation of Arab lands and (2) the existence of Israeli settlements in the West bank and Gaza Strip. 

 Furthermore, The Arab case against Israel, in the matter of Jewish land purchases, rests mainly on two claims: (1) that the Palestinian Arab farmer was peacefully and contentedly working his land in the latter part of the 19th century and the early part of the 20th when along came the European Jewish immigrant, drove him off his land, disrupted the normal development of the country and created a vast class of landless, dispossessed Arabs; (2) that a small Jewish minority, owning an even smaller proportion of Palestinian lands (5 per cent as against the Arabs’ 95 per cent ), illegally made itself master of Palestine in 1948.

                                                   

The accusations have no foundation.  First of all, Zionist pioneers came to Palestine around 1880 onward and joined the local Jewish communities in rebuilding a Jewish homeland.  There has always been a remnant of our former population in Palestine.  Our history goes back to Abraham, and then again to Moses who brought back 601,730 Israelites from Egypt who had been slaves ever since their ancestors had migrated there from Israel because of a dry spell when food was scarce.  The book, "FROM TIME IMMEMORIAL" by Joan Peters dispels any accusations over land. 

1881: was the year people of the 1st Aliyah belonging to Love of Zion (Hibbat Zion)  group entered Palestine. There would follow 4 more groups.

1897:  Theodor Herzl held the 1st Zionist Congress in Basle, and founded the World Zionist Organization.                                            

When these Jewish pioneers returned to their homeland from Eastern Europe, they bought land from the Turkish Crown and from Arab landowners.  They didn't invade.  They were not conquerors.

 They didn't rob anyone.  If anything, they were robbed by the seller for they charged outlandishly high prices for worthless land to them, but because it was holy land to the Jews, they accepted the deals and bought the land at these extremely high prices.

Because they were Jews, they had left Europe to escape from constant POGROMS and anti-Semitism that had been born since the days of the Greek period.  For example:  The 1st Odessa, Ukraine pogrom, in 1821, was linked to the outbreak of the Greek War for Independence, during which the Jews were accused of sympathizing with the Ottoman authorities.                          

In the mid-19th century Odessa became a resort town famed for its popularity among the Russian upper classes. This popularity prompted a new age of investment in the building of hotels and leisure projects.

 In 1794, the city of Odessa was founded by a decree of the Russian empress Catherine the Great. From 1819 to 1858, Odessa was a free port—a porto-FrancoWorld War I took place from 1914 to November 11, 1918.  In 1919, nearly one hundred thousand Jews were murdered in Ukraine and Poland in pogroms. These ethnic riots dominated headlines and international affairs of their time as aid workers warned that six million Jews were in danger of complete extermination. Twenty years later, these dire predictions came true. This talk examined how the genocidal violence that engulfed the region right after the revolution laid the groundwork for the Holocaust.  Was there any question as to why Jew were leaving Ukraine and Russia and heading for their homeland? Palestine was their homeland and originally was called Israel, and then Israel and Judah (southern part).  It was the land of the bible, both the old and the new.                                                   


They are a people who follow the teachings of Moses, who Hillel, a 1st century BCE rabbi  had taught to not do to others that which you do not want to happen to you;  so they would not steal the land away.  They are a people of ethics, and are accused of unethical practices.                                     

 Local Palestinian tradition, underwritten by both Ottoman and British law, held that the land belonged to God or the sultan: families could maintain the land but the notion of private property title was alien, despite efforts since 1858 to introduce it. 

Until British rule, which redistributed land to individual family units, village land was held collectively by the hamula or clan. The Ottoman system and all later governments until 1967 acknowledged that the land surrounding the village was for the use of its inhabitants either as common pastures or for the future development of the village. The villagers did not have any need or opportunity to register their lands. They knew among themselves which of the village lands belonged to which families and which were owned in common (mashaa ).

 Customary practice however under the British was reviewed to consider all land within village and town boundaries as no longer miri but mülk.

When the British assumed control over Palestine at the end of 1917 with the disintegration of the Ottoman Empire, they applied the Ottoman laws of the Ottoman Land Code of 1858 to all inhabitants.

The Ottoman Land Code inherited by the British prescribed that houses were mostly privately owned and called "mulk land" (land vested fully and completely to their owners), while land was viewed as miri (allotted by the state to a village or number of villages and which cannot be private property of individuals), and is only leased to the tenants of indefinite duration, in which the lease is represented by the obligation to pay land taxes and land registry fees. When the miri interest is alienated, the ultimate ownership called raqaba is retained by the State.  (This means that if taxes aren't paid, the land goes back to the state.)


A study of Palestine under Turkish rule reveals that already at the beginning of the 18th century, long before Jewish land purchases and large-scale Jewish immigration started, the position of the Palestinian fellah (peasant) had begun to deteriorate. The heavy burden of taxation, coming on top of chronic indebtedness to money-lenders, drove a growing number of farmers to place themselves under the protection of men of wealth or of the Moslem religious endowment fund (Waqf), with the result that they were eventually compelled to give up their title to the land, if not their actual residence upon and cultivation of it.

At the time of the British occupation the land tax was collected at the rate of 12.5% of the gross yield of the land. Crops were assessed on the threshing floor or in the field and the tithe was collected from the cultivators. 

In 1925, additional legislation provided that taxation on crops and other produce not exceed 10%. 

In 1928, as a measure of reform, the Mandate Government of Palestine began to apply an Ordinance for the "Commutation of Tithes," this tax in effect being a fixed aggregate amount paid annually. It was related to the average amount of tithe (tax) that had been paid by the village during the four years immediately preceding the application of the Ordinance to it.

In 1936 the Survey of Palestine stated that the State Lands measured 500 sq miles out of Palestine's total area of 10,500 sq miles; at that point 51% of State Domain was occupied by Arabs and 17% by Jews.

The population was exiled by the Turks in WWI. Arab riots in Jaffa caused by the instigation of Haj Amin al-Husseini, the Sherif of Jerusalem,  forced Jews into Tel Aviv.  By 1921 it was a separate town. This shows that there was no theft because no one complained of any.  No Arabs were driven from their homes.  In fact, the Arab population of the area grew during this period because of the economic development that the 

the Jews' arrival helped to generate. 

                                           

"The Sheik of Araby" is a song that was written by Harry B. Smith, Francis Wheeler and music by Ted Snyder in 1921. It was composed in response to the popularity of the Rudolph Valentino film The Sheik.In 1926, to go with the film "The Son of the Sheik" Ted Snyder worked parts of the melody into a related song with words by Billy Rose: "That Night in Araby". This era was of great interest in Arabs.  Rodolfo Alfonso Raffaello Pierre Filiberto Guglielmi di Valentina d'Antonguella, known professionally as Rudolph Valentino and nicknamed The Latin Lover, was an Italian actor based in the United States.

                                                  

On November 4, 1922, a team headed by British Egyptologist Howard Carter began excavating the tomb of Tutankhamun in the Valley of the Kings, Egypt.Apr 27, 2021.Carter saw a room filled with gold treasures on November 26. But it wasn't until much later that the sarcophagus containing Tutankhamen’s mummy was revealed. 

The era was so gung ho over the Middle East with all the people BUT the Jews, that it was a wonder anyone paid attention to the Balfour Declaration and its meaning for the Jewish people.

  By 1922 there were over 500 licensed radio stations operating in America, but less than 2 million homes equipped with radios. The population of the USA in 1922 was 110,049,000.                                                  

Balfour Declaration was written on 2 November, 1917 by British in sympathy with Jewish Zionist aspirations pledging support for the establishment in Palestine of a national home for the Jewish people; not in Africa or India or Siberia but in Palestine.  WWI was over on November 11, 1918. The Ottoman Empire lost in WWI being they were partners with Germany, so they lost Palestine and all their other holdings.   Then the LEAGUE OF NATIONS entrusted Britain with the Mandate for Palestine on July 24, 1922. It was good for 30 years.  They were to turn it over to the Jews for their Homeland at the end.  The Brits were very ambivalent about it, sometimes they allowed immigration and other times it was severely restricted and land purchase was prevented.

Between 1514 and 1850, the Arab population of the Turkish Empire was more or less static at about 340,000.  It started to increase around 1855, and by 1947 the Arab population stood at about 1,300,000, almost 4 times more than in the last 100 years.  

The book, "THE Settlers" by Meyer Levin, copyright 1972, is an historic novel of 832 pages hardback,  that brings to life this era in Palestine.  It tells of the hardships of the 1st Jewish pioneers, the spasmodic tyranny of the Turkish overlords, and the blighted relationship between neighboring Jews and Arabs and a lot more.  

In 1948, 101,828 Jews immigrated into Israel. The population then was 758,702 Jews and 126,000 non-Jews.  Total:  872,000 in Israel.  

In 1956, 56,234 Jews immigrated into Israel.  The population then was 1,667,455 Jews and 204,935 non-Jews.  Total: 1,872,390 in Israel.

In 1967, 14,327 Jews immigrated into Israel.  The population then was 2,383,600 Jews and 392,700 non-Jews.  Total: 2,776,300 in Israel.

In 1971, 42,000 Jews immigrated into Israel.  The population then was 2,636,600 Jews and 458,500 non-Jews.  Total:  3,095,100 in Israel.

Women's Place in Ancient Israel and Today and How Their Role Differed From the Rest of the World

Women who were part of the IDF have played a major role in the units fighting the Nazis and have also served in Israel's 1948 war for independence.

Women have fought in the IDF since before its inception in 1948.  They serve at age 18 just like the men.  Women make good sergeants.

 more than 92 per cent of I.D.F. jobs are now open to women — they are fighter pilots, infantry officers, naval captains and Humvee drivers; just 3 per cent serve in combat roles.

 Israeli women are extremely passionate about serving in the military. In 2001, position of Women’s Affairs Advisor was created to ensure more women are recruited into the services. 

Did you know that Queen Salome Alexandra ruled Judea from 76 to 67 BCE?  She had succeeded her husband, Alexander Yannai aka Jonathan, (king and high priest of Judea from 103-76 BCE, son of John Hyreanus, a despotic and violent ruler who used foreign mercenaries to get his way.  Salome reversed his inimical policy toward the Pharisees, traditionally by his dying request.  According to the writer and former General, Josephus, Salome gave the  internal control to the Pharisees to handle religious affairs while she had the responsibility for the army and foreign policy. She appointed her oldest son, Hyreanus as the high priest and heir to the throne but this was opposed by his brother, Aristobulus.  Talmudic sources speak of Salome as the sister of Rabbi Simeon Ben Shetah and thought of her favorably, but Josephus was critical of her.  Josephus had lost the battle and to save his own life, went over to the Romans and acted as a historian, writing a tome of information.  
                                                                         
In those days we had the Greeks to compare with in the standing of women in their culture.  In hellenistic times (320 BCE-30 BCE) , the Jewish woman's status in Israel was superior to that of the Greek women.  For one thing, she was an independent legal person who was allowed to own her own property.  This didn't change.  In fact, it was made very clear in talmudic law saying she could own property when she was either single or a widow and could keep certain property after marriage, though increments were to go to her husband.  

Monogamy, a man having only one wife, started in about 1,000 CE and elevated the position of the woman.  Polygamy, having more than one wife, remained legal for oriental (Mizrachi)  Jews, though it is  illegal in Israel today.  

Rabbis had a unique attitude towards life in that they had a healthy attitude towards sex.  They insisted on the positive virtues of the marital relationship which implied that the woman's dignity was recognized not withstanding her possible legal inferiority, as the man was still an important person in a marriage.  Both had different roles but both were important in the marriage so the man and woman were equal, but not in the synagogue.
                                                                             
Cohens are called up first to read from the Torah on Shabbat, then Levites, and
after they read, Israelites.  A minyan is a prayer quorum of 10 men.  
 It takes 10 men to make a minyan.  Women were excused because of the constant need to be with the children, an equally important role.
                                                                         
It started in biblical days with Sarah, Rebecca, Leah and Rachel as our most favored matriarchs.   We had our heroines in Miriam (sister of Moses) , Deborah (a Prophetess b: about 1150 BCE and wife of Lapidoth who roused the Israelite tribes to revolt under Barak against the Canaanite king, Jabin of Hazor and his ally and commander, Sisera.  , Huldah (prophetess in 7th century BCE in Jerusalem when Josiah was King 637-608BCE who foretold the fall of Judah and that Josiah would die just before),   
                                                       


 Queen Jezebel (b: c.883 BCE  d: 843 BCE)  of Israel was not our heroine but was the wife of Ahab and daughter of the king of Sidon, Ethbaal.  She had a forceful and vindictive personality and so made mincemeat out of King Ahab by telling him what to do.  She introduced her own Baal cult into Israel, something against Jewish law.  This made Elijah most angry.  She died in an uprising.  She became famous in English writings but certainly not in Hebrew writings.  That she was of a different religion and culture of an enemy didn't keep her off the throne according to Jewish law, though. 

 Queen Athaliah (842-836 BCE of Judah. She was the daughter of King Ahab and Jezebel.   When her son, King Ahaziah, died after reigning for only 1 year, she went crazy and slaughtered the whole royal family except for her grandson, Joash and only spared him because he had been saved by his aunt Jehosheba.  She kept the cult of Baal going in Judah and ruled for 6 years.  A revolt broke out in favor of Joash and she was put to death.

The book of Proverbs warns men against the
wiles of women.  It also speaks of the "woman of worth" who is the mainstay of her household.  The Talmudic writings show a nervousness of the sexual power of the woman.  Among rabbis, the story
of  Beruyah, exercised great personal influence and admiration.  Rabbis did center the woman to the position in the home, but they were expected to practice religious rites with food, such as in making challah, taking a piece out of the raw dough.  
                     

Queen Esther aka Hadassah  lived just before 330 BCE in Persia  and delivered the Jews from mass extermination caused by Haman in the time of King Ahasuerus, who could have been King Darius.  Haman wanted all the Jews of the massive Persian Empire killed.  She was a hidden Jew like an Anusim but this forced her to tell her husband, the king of her Jewishness.  He in turn hung Haman and his sons. Jews have the holiday of Purim to remember this close call.  The king had chosen Esther in a beauty contest.  She was the winner.  

In Spain during persecutions,women set the example of martyrdom for Judaism.  In the 17th century, women such as Benvenida Abravanel of a distinuished Spanish family-Benvenida Abrabanel was a philanthropist and businesswoman. She was born in Naples, the daughter of Joseph Abrabanel. Her family was originally from Spain; when the Jews were expelled from Spain in 1492, the Abrabanels left for Naples;   or Gracia Mendez aka Gracia Nasi who was prominent in Jewish life. Education, however, for women was neglected.  Gracia Nasi (1510-1569) Jewish leader born in Portugal as the Marrano Beatrice de Luna, escaped to Venice in 1544  where she was denounced and put in prison for being Jewish, became a leader of Turkish Jewry, built synagogues, helped fugative Marranos, now called Anusim, worked on colonizing Tiberias in Palestine.  Died there.

In eastern Europe, it was a tradition for the woman to work in order to allow the husband to study with rabbis.  In Jewish society, a man tries to excel in education and certainly in reading from the Torah. Women were expected to be a Bala Busta, a manager of the household and excel in it. The song in Yiddish tells it all as to how the mother was adored in the home with "My Yiddishe Momma

Women created the organization, Hadassah-Women's Zionist Organization of America,  and Wizo-Women's International Zionist Organization.  Now we have women cantors and rabbis, though not accepted in the Orthodox communities.  In the Reform and Conservative movements, they even count women in a minyan.  Education is just as important for women today 
                                               
   
In Mea Shearim, an Orthodox Jewish neighborhood in Jerusalem, the proper dress for women is a skirt and sleeves below the elbow and if married, a scarf to cover her hair.
