She qualified as a barrister in Middle Temple in 1997 and practiced in London before immigrating to Israel in 2001.
She is the daughter of Sir Joshua Abraham Hassan, who served as Chief Minister and Mayor of Gibraltar, and his second wife Marcelle Bensimon, both Jews of Moroccan origin. Her younger sister, Marlene Hassan Nahon, is a Gibraltarian Member of Parliament and leader of the Together Gibraltar Party. She's a Mizrachi Jew with Moroccan heritage. Hassan-Nahoum grew up bilingual, speaking Spanish and English.

In Israel, she worked at JDC in resource development for Europe and later became the Executive Director of Tikva, a nonprofit organization saving abandoned and abused Jewish children from the Former Soviet Union. In 2011, she set up her own communications consulting business, Message Experts, and did consulting work for large corporations as well as nonprofit organizations on effective communication strategies.
In May 2016, Fleur became a City Councilor in Jerusalem and in February 2017 the leader of the Opposition. In November 2018, Fleur was re-elected to the Jerusalem Municipal Council and was appointed Deputy Mayor for foreign relations, economic development, and tourism. Fleur is currently the only British politician in Israel and is involved in the advancement of women's rights and marginalized populations groups in the city, in economic development and the fight for a pluralistic Jerusalem. Fleur is also the Co-founder of the UAE-Israel Business Council.
In the interview on youTube, she was asked about the causes of the acute problems Israel has faced recently and she explained it with the legal backgrounds for each different one.
In 2021, speaking on the controversy over attempted Israeli evictions of Palestinian families in Sheikh Jarrah, Hassan-Nahoum defended Israeli government policies which allow Jews, but not Palestinians, to reclaim property allegedly abandoned following Israel's War of Independence: "This is a Jewish country. There’s only one. And of course there are laws that some people may consider as favoring Jews — it’s a Jewish state. It is here to protect the Jewish people. Being she is educated as a lawyer and did practice, she knows the legal reasons behind showing that Israel has the right and what had taken place with the ownership of the land, explained better on the video on youtube. The ownership of the 2 families in Sheikh Jarrah included one of them being unfair to the other with Israel allowing them to live there for life which they had refused, being egged on by a Palestinian faction.
With Fleur Hassan Nahoum leading the way, Jerusalem will have a great future.
