Iran must dismantle its nuclear infrastructure so it has no path to a nuclear weapon.

Despite Iran's costly presence in Syria, public support for military involvement in Syria remains strong among the Iranians because of religious motivations and security concerns. From January 2013 to March 2017, the Iranian Revolutionary Guard Corps lost 2,100 soldiers in Syria and 9,000 wounded, according to Iran's veterans’ affairs office. These included 418 ranking officers and several generals In August 2017, Brigadier General Hamid Abazari stated that 25% of the soldiers that Iran had sent to Syria had been killed or wounded, implying several tens of thousands had served. In March 2019, IRGC officer and strategist Hassan Abbasi stated that 2,300 Iranians "went to Syria where they were martyred in recent years." Iranian-backed militias have also incurred heavy losses, with Liwa Fatemiyoun alone reporting over 10,000 casualties (2,000+ killed, 8,000+ wounded) by January 2018.

In retaliation, Israeli warplanes struck dozens of Iranian military installations in Syria, effectively destroying nearly all of the Iranian military infrastructure in Syria according to generals. This was the largest operation in decades, and 23 Iranians died in the strikes.
Nevertheless, Iran continued to reinforce positions in Syria and seek ways to target Israel. In August 2019, for example, Iran planned to launch explosive-laden drones from a luxury villa near Damascus. The IDF tracked the arrival of Shi’ite fighters from the Iranian Revolutionary Guard’s Quds force in Damascus. The group was spotted on Syrian side of the Golan Heights on August 22. The IDF thwarted the planned attack, discovered the location of the terrorists’ hideout and destroyed the drones ( , August 25, 2019).
Iran reportedly moved its forces to an area it controls along the Syria-Iraq border because it was not able to protect assets closer to Damascus and the Israeli border. An Israeli intelligence official said, “It transferred their missiles that can hit anywhere in Israeli territory, and can move them through a smuggling route to even closer positions. [Iran] is establishing a system of drones and cruise missiles and military industries it could not sustain in the Damascus area” ( , January 14, 2021).This development is believed to be the reason for a series of Israeli airstrikes in January 2021.
